  Tropical Storm Debby Tropical Storm Debby Makes Second Landfall in South Carolina Tropical Storm Debby  has made landfall twice along the eastern U.S. coastline. Initially, it struck the Gulf Coast of Florida as a Category 1 hurricane, and subsequently, it made a second landfall near Bulls Bay in South Carolina. Afterward, it weakened into a tropical storm with maximum sustained winds of 50 miles per hour (80 kilometers per hour). Debby’s arrival has brought heavy rainfall and potential flooding to parts of South Carolina and North Carolina.
